Power Apps per app passes - transition between users

We have 8 Powerapps per app passes on an environment and 8 users have used them already. We'd like to: one of those users stop working on that app but a new user works on that app.
Reading How the per app licenses work, they are not clear enough. So we need to know how much time we need to wait until the "per app" license get reliesed for the new user please.

    Thanks for your answer @FLMike. I understand your thoughs. However, Power Apps per app licenses works differently. They are not assigned directly to the users but to the whole environment. So, when an user enters at the App, the license is consumed by that user. But that's not the kind of license that you assign to the user. I'm pretty sure that the license get released for anyone when the user doesn't enter in the app for some time. 
    That's why i ask if somebody knows how much time we should wait until that license gets free up to be used by a different user.
     
    I've read somewhere it's about 3 months delay, which i think it's a lot of time. I'm hoping anyone has experience with that.

    It is super important when asking License questions, which can cause legal ramifications, that you talk to Microsoft directly and not us. It won't hold up in court saying Florida Mike said its ok and no one is going to answer that with certainly.
     
    What do I believe after decades of working there, is that if you remove the license, and immediately assign it to someone else, you are fine, thats the point of the license. As long as you are not blocked from assigning it to them, then you can immediately do work.
     
    Its why I do.. don't be me :-). Verify with them, even though I am 99.99999999% certain.
