Government G3 / G5 Plan Missing PowerApps WebPart

I am not seeing Powerapps webpart in GCC G3 / G5 subscription to add on a Modern Site Page. (see image)

Let me know for G3 / G5 govt. customers, Powerapps webpart is available or not? (I see Power BI WebPart enabled)

Any configuration / settings I am missing at the tenanat level? Please advice.
