The expression shared by you is correct in terms of syntax.
Which control is associated to DataCardValue12.Text? Based on the screenshot shared by you, all the fields have value, so in the If expression, it will try to display the variable "varPICopen". Can you please check if this variable contains value?
You can check for value in:
View -> Variables -> Select Variable to see the value.
