Problem transferring a power apps solution to another tenant

who can help me? 
 
I just can't manage to transfer a solution from one tenant to another. There was a problem with the write authorization, which has already been solved. 
 
During the import process, however, I get the following error message:
SecLib::CheckPrivilege failed. User:..................., PrivilegeName: prvCreateEntity, PrivilegeId: ........................, Required Depth: Basic, BusinessUnitId: ..............................., MetadataCache Privileges Count: 5706, User Privileges Count: 1445
 
Here the background information:
I created my first app in power apps for a customer. The app uses dataverse.
I have created a solution (with the app and the dataverse tables) in my tenant. I have a premium license for this.
 
I exported the solution and gave it a user of the customer tenant. He has the role Environment Maker and Basic User and he has a read/write permission for the default environment. He wanted to import the solution in the default environment of the customer tenant. So far the customer don't uses power apps.
 
For the use of my app the customer bought 3 per app licenses, which are assigned to the default environment. So the user who imports the file has no licence, unless it is already assigned automatically for the import process?
 
What exactly is the problem?
