I have numerous custom cards in one of my edit forms and I'm wondering is there any way of moving these around the form or are they just stuck in the same place I can make the height and width smaller but thats about it

Two ways, you can select the field and drag and drop it to a different place on the form, or select the card and use move up or move down.

I can move them in the image above in the fields list however I actually can't drag and drop the cards where I want them to go they just go beside eachother until the page across is filled then onto the next line how can I make it completely free to move, drag and resize?

Turn off the snap to fit or you can also play with the number of columns.  If you increase it to 12, you can still leave the snap to fit on and it will give you more leeway to size the cards.

I turned off the snap and I increased the number of columns as well but the custom cards aren't free to drag and drop

You cannot drag and drop on the form itself. You have to-do it on the list of fields on the right side of the screen.
