Modern Command Bar and Subgrid

I have added a command button using PowerFX as shown below to a subgrid -

Also, I have set the 'Visible' property to - 

CountRows(Self.Selected.AllItems)=1

I would like this command to be available only if exactly one record is selected in the subgrid. This subgrid is in the Account Form. As soon as we drill into an account we see that the "Withdraw" option shows up even though no record is selected in the subgrid.

But if we just refresh the browser, the "Withdraw" option disappears and only appears when we select one record -

If we choose two records now, the Withdraw option disappears as expected -

Please let us know how to remove the "Withdraw" option from the subgrid command bar when the Account record is opened for the first time.
