Transitioning to O365 - License E3

I would like to create an app but not all of our employees are on O365.  If I build an app, deploy it to certain individuals to use the app and they do not have o365 (although our organization bought the licenses just not all installed on PCs).  Am I facing any issues?  Does an employee, or individual need to have O365 installed on their PC in order for them to use the PowerAPP?  This may be a silly question and I do realize they would be using their cell phone.  I am just getting introduced to PowerAPPs but I love the product just want to know if I will run into any roadblocks by users not having O365 installed on their PCs.

    Hi @VeeLearnMSFT 

    All users that use Power Apps require a license.

    An Office/Microsoft 365 subscription provides a seeded licence to use Power Apps. This type of license enables the user to use Power Apps, and access to standard data connectors that include SharePoint.

    Without an Office/Microsoft 365 plan, the user would require a Power Apps per user/per app license. The cost of this would either be $10 or $40 /user/month. There are more details on the pricing page here.

    To add to @timl 's comment in regard to your question about installing on the PC - Office 365 is a subscription and not to be confused with the Application Suite that you would install on a PC.  

    A user does not need to have anything installed to have a license and thus to use PowerApps.
