If our company becomes a MS Publishing partner and publishes an PowerApps canvas app to the Appsource , anyone will be able to install it in their own tenant. But will they be able to edit the app it self?
I mean, will they be able to make their own changes and continue development on it?
They will need to have a premium license. In the same way they would need a regular license to install the app if it doesn't use a premium component.

One more question.. If I add a SQL Server as a datasource to my canvas app. Adding it as a managed solution and publish it.
The person who then installs it, will they need to have a PowerApps Premium license to be able to use the App or will it work anyway?
Just like a internal user would need to have in order to use the SQL Server connector.
To publish an app to App Source you need to create a Managed Solution. Since apps deployed via Managed Solutions can't be edited that would mean that Others who install the app from App Source can't edit it. You will still have the original Unmanaged Solution that you can edit to create updated Managed Solutions. See step 2 in the following article.
