Downloading images from Azure SQL

I'm using a camera control to upload an image to an Azure SQL DB as an NVARCHAR(MAX) and I can display the image in the view only version of the form, and in the gallery but how can I get it to download the full resolution image to the end user's device when they click on it? I've tried Download(Gallery9.Selected.InventoryPhoto) or Launch(Gallery9.Selected.InventoryPhoto) and neither are working for me. 

 

The use case for this is getting users to take a photo of a document, which they will need to refer back to later.
