I have a Power Platform "per user" licence. We are building a portal using Power Platform, currently we have one environment and we are planning to create the other one to separate development and production.
In this scenario we are going to pay any additional price for environment?
And we are going to pay for 2 portals?

Hi @Anonymous , As per @justinburch please check the portal licensing FAQ. We have three environments in our use case, dev, pre-prod and production environment. Dev and Pre-prod environments are created as Sandbox. Only if the environment is marked as production and the portal is converted from trial to production then your license is counted.
We should request Microsoft to add this in the FAQ section.

I believe your assumption is correct - I'm confident that portal licensing is shared across the same environment (two portals in one env = combined logins/page views), but not across environments.
I haven't been involved in Portal licensing for awhile, so my understanding should be validated.
