Power App publishing advise

I have built a new starter application, which creates a SharePoint list item with information on each new starter.

When I publish the app, HR do not want to allow the department admins who fill out the form access to the SharePoint list. Will the department admins be able to use this app without list access?

People who use a Power App will need the same access to the Backend list that they have to the app. If they can create and edit items in the app then they need create and edit access to the list itself.
