Office 365 E3 Developer only holds PowerApps for Office 365 and not PowerApps Plan 2. I find this strange and restrictive since Plan 2 is explicitely addressed for developers. As Office 365 E3 developer licensee I expect PowerApps Plan 2 to be part of the package and not the user version of PowerApps. This limits me to only one permanent PowerApps-environment and prohibits working with seperate environments for development, test and production. Of cource I could buy Plan 2 but to my opinion it should be integrated in Office 365 E3 developer. We developers are evangalisists of Microsoft products and tools and shouldn't have to buy an additional license.
What are your ideas on this?
Soon you will be able to create additional environments without needing Plan 2.

This is great news.
Take a look at signing up for the Community Plan of PowerApps. That gives you an Environment in your regular tenant, or I assume any tenant you specify, which includes a P2 license. Community Plan can only be used for learning and development, not production, but it is an excellent way to develop with the equivalent of a P2 license without paying for a P2 license.
