PowerApps per plan and Security Group.

I am configuring access to environments with the "Security Group" setting. Everyone with a valid license gets access as they are member of the "Security Group" in the environment. But users who use a PowerApps per plan license aren't known. Can they access apps without being in the "Security Group" for access. And if they aren't how can i define them in the "Security Group" setting so that they will have access?

Poer Apps per app plan is allocated at each environment and then assigned to the app directly.

Every user that the app is shared with should be able to access it as long as they are part of the security group that is assigned at the environment level.

Did you share the app with users who don't have licenses and who are part of the security group?

Maybe i was to vague with my question, but maybe this clears some thing up.
We assigned them for unlicensed users.
But how to deal with those people, if i don't know who they are in the security group for access.
I can't give access to unknown people, so i can't set an security group for access.
Or is there a way? Am i doing something wrong?

You should be able to find the people in Billing - Licensing section from admin center.
