Model-Driven App Does not appear to users

So this is the situation. The company operates in Environment A I build apps, tables & solutions in general in Environment B. For Canvas Apps I have no issue sharing them to users. For Model-Driven Apps I build in Environment B I will create a unique security role and assign it, as well as Basic User, and App Opener to the users I want to open the Model-Driven App. If I send the url to the user they can open it on their phone, tablet, or PC no problem. But the Model-Driven App does not appear in the Power Apps app on phone or tablet, and they cannot see the environment. It is also very inconsistent with this result. Some users, the Model-Driven App appears immediately and they can access the environment, for other users it never shows up. Everyone has a premium license. Has anyone run into this before or know a solution?
