I have a couple of PowerApps working in the organisation which is accessible for all the users within the organisation. But new apps created, when made available to the organisation it is showing "Request Access" dialogue box to all users. The licenses are not expired and the previous one are working fine. It is not the permissions box when we try to open the app initially.
You need to make sure the apps are properly shared with the users with the right Security Role selected for the organisation group.
This only appears when someone doesn't have access to the app and its a property which cannot be controlled.
