Copilot Studio User License no longer works for licensed users

Hello, since at least 1 December, the Copilot Studio user license no longer works to access the Copilot Studio portal at copilotstudio.microsoft.com.

I have several user accounts with the license, but as of this week, they can no longer access the portal. The portal informs the sign-up was disabled. It is the same message as when an account does not have a license. 
Last week, the portal was available with the same configuration and license. I assume Microsoft has changed something on 1 December.

Any advice or known bugs for that case?

    Copilot Studio User License no longer works for licensed users
    As an update, the cause of my issue was the license changes for Copilot Studio messages on 1st December. 
    A user account needs either a Microsoft 365 Copilot license or the free Copilot Studio User License AND at least one Copilot Studio (message capacity) license in the tenant to access copilotstudio.microsoft.com. 
    Customers with an EA contract could order Copilot Studio User Licenses without the Copilot Studio (message capacity) license. Before 1st December, there was no licensing enforcement for Copilot Studio Web if the organization had no message capacity.

    Yes, I assigned the license also to new "test accounts", all accounts have the same issue. Accounts with a Microsoft 365 Copilot license are not affected, it's just the free Copilot Studio User License.
