CLU is routing utterances to wrong intents instead of returning None as intended CLU is retuning Wrong intents with high confidences.
You can work around this by working on your CLU training, take a look at these best practices

I would also suggest you use Advanced training with this if you have not done so yet.

Regarding this issue we have created support ticket with Microsoft and the product team is looking in to it. They have acknowledged the scope of OOS has to be improved and team is working in it.
I have already tried with advance training and it has still inconsistent mapping with None intent
