Licensing question on PowerApp portal integrated with SharePoint online

Hello,

PowerApp Portal supports out-of-box integration with SharePoint online. However it is not clear whether there are any licensing implications for authenticated portal users (external users) to upload / download documents from SharePoint online. Can someone please point me to any official Microsoft documentation that clarifies this issue?

especially step no 5 is key about entity permission and web role.

I am not aware of anything official (unless there is something in some SharePoint licencing guide). My general assumption, would be as per external users of Dataverse - covered by the relevant PowerApps Portal Licence (number of authenticated logins per month etc).
