To the best of my understanding no. This is one of the big problems with the recent licensing changes. You need the new Per App or Per User plan to cover premium connectors on top of the the Office 365 one.
Simply put - no. Not without PowerApps per app or per user licensing. That's for PowerApps using the connectors directly. Different licensing is necessary to use Flows with premium connectors.

OK perfect.The question is because I use SQL in Azure as a Data Source and I read that now the SQL connector became Premium. This is a shame and a big problem, because i will have to pay for a standalone PowerApps Plan per app or user for use SQL in my apps. Thanks! 😕
