cannot create billing poilicy

I cannot create a billing policy.
I can enter a name, then select a subscription, resource group & region.
Then when i select environments to add, i get the error:

Warning: one or more environments have been selected but have not been added to the billing policy.


If you select 'Continue', you will be taken to the next step and the selected environments will not be added to the billing policy

If i click continue and then "create policy", i get the below error, but with no context or detail as to what is wrong:

The template deployment failed because of policy violation

The learn more link just directs to a help article with basic info on a pay as you go plan, which provides no additional information:

Appreciate any help in troubleshooting this.
