Environment Variables not Retaining Values after Deployment

Okay guys I have a question:

When you deploy solutions with env variables, you are adviced to remove the values from the solution before the deployment so that the target environment can prompt you to fill in the values for that environment. Weird, but I get.

What I don't understand is about the claim that the env variables on the source environment (say dev) still somehow retains the original value that was removed from the solution before deployment. This didn't make sense to me but if it worked then it worked.

However, now that I'm using this method, whenever I try to edit a flow that uses an env variable in the source environment, I'm getting an error because the flow can't find a value in the env variable!

So that means whenever I need to deploy to a new environment, I need to first, remove all the values from the solution, deploy, and then re-add the values back to the variables.

I don't know if anybody else has this experience.
