Is there a way for a container to dynamically change from horizontal to vertical depending on the size of the screen?

I have elements within the horizontal container (drop-down and its label) that I would like to display side by side for the larger screens (Desktop, Laptop, Tablet) but one on top of the other (label above the drop-down) for smaller screens (smart phone).
