What language are you using? If you're based in Colombia and running Power Apps in Spanish, try replacing the commas with semi-colons:

ClearCollect(staff; {email:"neiy@devcolombia.onmicrosoft.com"};

No, you should modify your formula as below:

ClearCollect(staff; {email:"neiy@devcolombia.onmicrosoft.com"};{email:"neiy2@devcolombia.onmicrosoft.com"};{email:"neiy3@devcolombia.onmicrosoft.com"});;
