Do we need a Dataverse License to create a table and use it in Power Apps? If yes, which license do we need?

To use Dataverse you must have a Power Apps Premium license

There is another license called power apps per user app that is less expensive but to acquire it you must do so through a partner or a sales channel

Every user needs a Power Apps Premium license or only the Owner?
The Power Apps work model indicates that each user who agrees to work either to develop Power Apps with Dataverse, or to consume the application as an end user, requires a Premium license.
