To use or edit copilots in this environment, ask your administrator to update your permission groups.

    You need to have the Environment Maker security role on the environment where you are creating or editing Copilot Studio agents.
    In addition you need to be assigned a Copilot Studio license.

    For the @learnwithpowerup.onmicrosoft.com 
    learning account, where do i access the Environment Maker security role? and isn't the copilot studio license assigned by default? 
    I have the exact same issue
