Power Apps per app plan (1 app or website) - unable to add new users

hi
I have just added 3 licences ‘Power Apps per app plan (1 app or website)’. Now I want to add 3 new users. In the Microsoft 365 admin centre I select Active users, then Add users. I can enter the first name, surname and email under ‘Set up the basics’. In the next step under ‘Assign product licences’, however, I cannot find a way to assign the licences and therefore cannot create any new users.
I know that with ‘Power Apps per app plan (1 app or website)’ the licences are not assigned to the user, but to the environment. But I can't create a new user yet.
Any tips?

    There is no per apps license that can be added to the user.  Instead the user will automatically receive a license from the pool of per app licenses assigned to an app in an environment if they don't have a license.  That's the mechanism for assigning it. If the user is in Microsoft 365 Admin then they've already been created.

    I hardly dare to mention it but I have already done this 6 months ago for 2 users but found no notes about it.
    The video link was very helpful. But now I am at the point where another error occurs:
    I have used a Power Apps Trial licence so far. In the meantime I have bought a total of 5 licences in the MS 365 Admin centre, but the Power Apps per app plan does not appear in the PPAC. Why is that?

    Since they aren't assigned to a user directly they don't show up under the licensing summary.  Take a look at the following location.
     
    PPAC > Resources > Capacity >Add-ons
     
    You should see the per app licenses there to assign them to an environment.

    here are 3 screenshots.
    As you can see for my environment there exists only one row with the Power Apps Trial version.
    In the video you recommended the row with Power Apps per App licenses is clear to see.
    I checked all my other environments but the Power Apps per App licenses (up to now I bought 5) are nowhere to see.

    In Screenshot #3 click on the Add-ons tab and take a screenshot of that.  That is the page where the per app licenses should show up.

    this is the Add-ons tab

     
    Looks fine.
    But... I still can't add any new user the way I expect. For example I present a user PAdemo (in MS 365 admin center) which was created during Trial time:

    and to work with this demo user is fine.
    As you can see there is NO Power Apps per app plan like in the video:



    I'm expecting to add new users with this plan but it is simply impossible:

    There is NO Power Apps per app plan and there are ZERO Apps. This is not what I expect.
    Or is it ok to use Microsoft Power Apps Plan 2 Trial? Where is the logic behind this idea?

    As I explained. You can't add a per app pass to a user.  You allocate them to specific apps in an environment. They are assigned to a specific user when a user that doesn't have a necessary license accesses the app. The assignment is automatic. You can't assign them to a specific user. That isn't how they are designed to work. Take another look at the article that explains how to use them that I posted in my first reply. This is all explained in there. Per app licenses don't operate the same way as other licenses.  They are allocated to a pool and assigned automatically as needed.  You can see the 5 per app licenses you've purchased on the add-on tab in that environment.
