I am confused about whether or not Power App Portals are included in the licensing for Dynamics 365 Business Central.
The language inside the "Microsoft Power Apps, Microsoft Power Automate and Microsoft Power Virtual Agents Licensing Guide February 2020" (see above) seems to suggest that you can build a Power Apps Portal for Dynamics 365 business central in the same environment and it's included in the existing licensing.
What isn't clear is if this includes external user access? Specifically I am looking to build a vendor portal for external users to be able to update vendor information. The Power Apps Portal will only connect to Dynamics 365 Business Central.
Would any additional licensing need to be purchased for this?

I believe you would need a "usage" license for the portal in your scenario.
