Create a QR scanner application for Windows Tablet

Is it possible to create a QR scanner application on powerapps for a tablet on Windows 10 OS?

    From this article I've conclude that it's impossible. Quotation: "Scans barcodes, QR codes, and data-matrix codes on an Android or iOS device." But I need to make it on Windows 10.
