Not all topics are not getting updated after a solution import

Hi,

 

I was importing my solution into UAT and noticed that not all Topics are getting updated. Is this normal? when i edit it was prompting this to me as well. Does this mean that if someone edited it before on the UAT environment. Updates from import is not possible?
