Is there a reliable and uniform way to detect when a user leaves a Power app, either by navigating to another tab or explicitly quitting the app or Teams, on every platform, Windows Teams client, Android, Ios and Web? Need this in order to try to save state so the user doesn't lose data when accidently or intentionally leaving the app.

Closing the app via Swiping (mobile) or closing Tab (Browser) has no detectable event that can be logged. You also cannot save any state that was unsaved at this point.
