Users getting added to Environments without manual action

Hi,
   I am noticing that users get added to our Power Platform environments after a little while. None of these users that are getting added are assigned any roles. They are not part of the security group for the environment. We are noticing that some of the accounts are eligible for elevating their role as Power Platform Admins in the environment and some are eligible for Global Admin as a part of our PIM settings. 
    Noticing that not all Power Platform admins are being added (or atleast not at the same time, as we are noticing a test sandbox environment only get some of them added after a couple days of creation). 
 
What is the process going on here, and does anyone have any documentation or steps to understand this better?

    So to clarify, there is a difference between being "added" and being "licensed/roled etc"
     
    Without seeing your environments the default is that everyone is "available" to be added, but you said you have security groups (which even that be careful how you use them its not always recommended to do that)
     
    Making people appear "Added" not "licensed/roled" can take time as it can take a while for it to refresh so thats possible why you see that.
     
    So either someone has a process doing it, or its just the standard and its irregardless of your security group.
     
    Next time though please share some pictures so we can see :-)
     
    As for not all admins being added, again, with respect, its just you saying that, there are no pictures showing over time changes, configuration, anything. So :-( its hard to be 100% sure.
