What security role/privilege is needed to edit an existing custom page?

Hi, so we have a model driven app with a couple custom pages in it. 
But I'd like to share access to other members to edit the custom pages.
 
I've already assigned them System Customizer and Environment Maker roles, but the custom pages editing remain disabled. 
 
What security role or privilege am I missing?

    From where are you trying to edit?
     
    You have to ways to edit a custom page. From the model-driven app designer or from a solution.
     
    Check from a solution, i believe it will work for you.
     
    And another questions, are you in the same environment of the the members? Because if you are deploying the solution in other environment with the components, you will need to edit by the default solution or create a new solution and include the component.

    • System Administrator or System Customizer: These roles provide full access to customize the environment, including custom pages.
    • Environment Maker: This role allows users to create and edit resources in the environment, including custom pages. If users already have these roles, the issue might be related to missing privileges or app-specific permissions.
     
    Checks
    • Ensure Users Have 'Basic User' Role - the Security Roles, ensure Basic User
    • Read and Write Customizations - for the user.
    • Add the users and ensure they have Co-owner or equivalent privileges.
