Solution upgrade fails with error "uninstall will delete base layer"

Hi,
I cannot upgrade a solution. When I do I get an error: "The uninstall operation will delete the base layer for the component 'AppModuleRoles' with id '313129f1-be02-46de-96d9-6918a3335496'. The operation cannot continue because there are other managed layers over the base layer."
 
 
Background
I'm trying to upgrade the CoE Starter Kit. We have a managed customization solution in place, which provides additional flows and customizations for other components like the Admin View app. I'm not trying to upgrade the solution.
 
Problem
When upgrading, I get an error: "Solution "Center of Excellence - Core Components" failed to import: ImportAsHolding failed with exception :The uninstall operation will delete the base layer for the component 'AppModuleRoles' with id '313129f1-be02-46xxxx'. The operation cannot continue because there are other managed layers over the base layer. You can use the solution layers to find out which other solutions are blocking the operation."
I checked the given appmodulerole ID and found out that it is a connection between the System Customizer role and the Power Platform Admin View app, which we have customized.
 
Questions
I am not sure what the connection between the app and the System Customizer role is. The System Customizer role has not been customized by us. It has no unmanaged layers. Within the environment there are no users that have the System Customizer role. The role is shared with the app along with the System Administrator role, but I have not found a way to change that. It seems like everything is automatically shared with these two role.
Is there a way to unshare the app with the System Customizer role?
Where else could I be looking for a solution?

    Not sure if this is it or not, model driven apps can be set to be used by specific Security Roles, for a Model Driven App one place this is done is from the Apps Landing Page and under manage roles, then untick the role and save (and can also be done from Advanced Settings->Settings->Apps)

    Hi,
     
    Looks like you have multiple layers, here's how I would try to debug.
     
    1. Go to solutions in destination env
    2. Select the solution you want to upgrade
    3. Select the app/flow causing issue
    4. More details (three dots) then Advanced then See Solution Layers
    5. If there are multiple layers remove the top layers just keep base layer (warning removing top layers will delete any customizations) but it's not a good practise to make changes on destination env.
