Hello,
New to PVA but not able to find some clear instructions how to connect to a Rest API.
Are there any instructions available how to do this?

Today, you need to use Power Automate to call the rest api. You can create a cloud flow that calls the API directly or via a Custom connector. Then, PVA can call Power Automate. Alternatively, you can create a skill that calls the rest API and call the skill from PVA.We are working on improving this experience.
