Default App creation - why only as a mobile App?

When working from a Microsoft List to create a PowerApp that I can then modify - the default option offered by PowerApps is for a mobile layout which (if our host Admin allowed) I could then modify into tablet layout. There is no option otherwise to create a desktop layout App.
 
Before anyone suggests that I start with a Canvas App and then import the data from my Microsoft List but I have found that yet again - I am running into limitations imposed by permissions and settings that I have no influence over.
 
Let me explain: I have a personal Sharepoint space on our tenant and I can make various Canvas PowerApps and import the data which work and do what my line manager needs and wants. However as soon I try and rebuild the PowerApp in the departmental Sharepoint - various functions that worked perfectly in my personal space don't work anymore.
 
All this could be easily resolved if Microsoft simply gave us the ability to create a responsive default PowerApp rather than a mobile first powerApp.

    I am not sure what you are looking at here, but in New Apps > Start with a page design, you should be able to do either and then in Settings > Display you can adjust the size to whatever you want

    Just to add a little to what @WarrenBelz said.
     
    Yes for Microsoft Lists the default is a mobile app, but none of this has anything to do with why your app does not work in your corporate environment, that is completely out of Microsoft's ability to do anything about.
     
    You mentioned you started with a blank canvas app and connected, which is great, but you can swap the type of form factor from Phone to Tablet after you create you item from lists.
     
    But none of that, from what you typed is the problem, the problem is "you run into issues when I try to use it in my corporate environment"
     
    This statement is not accurate
     
    All this could be easily resolved if Microsoft simply gave us the ability to create a responsive default PowerApp rather than a mobile first powerApp.
     
    Because you can swap it if you want with simply starting with the Phone Version.
     
    But again this statement:

    Has nothing to do with Form Factor 0.00% so I am not sure why blaming Microsoft for corporate limitations makes sense.
     
    What exact limitations are you blocked by in your Corporate environment? We need to help you, possibly come up with a business justification to get it okayed for your limitations, but understand.
     
    Pre-canned Templates or starting with your own all require connectors. They all require permissions, they all require the same exact things regardless of how you started.
     
    So let's see if we can help you get passed whatever "issues" your environment is blocking you on, even if its helping you with a business justification and helping your IT team understand how and why you should be allowed to publish your app or create them in any way :-) you need.

    Hi both and thank you for the replies.

    The issue which I probably wasn't clear about is my frustration that you can have a Microsoft List and then at some point need a PowerApp. (My situation) If I then create a PowerApp to manipulate and work with the List - the only option available by default is a Mobile App.
     
    I have created a few PowerApps (mobile / tablet and or desktop) but in a few cases, I have needed a desktop App for the user who needed it and in those cases, I started from the PowerApp and then built the List / data source behind it.
     
    As it is, I sent my complain to our host tenant IT and they removed the recent permissions / VPN block on connecting to my organisation's own data this morning and I was able to import from our own Sharepoint.
     
    Hopefully that explains why I would have preferred the option of different App layouts when starting from a List. It's a feature request.

    Again - thank you for your time and replies - I have a workaround that I can use.
