File upload to be mandatory in Multistep form using custom JavaScript validation

Background: I have built multistep form to be used in Power pages. There are fields that are displayed or shown based on other Boolean field Yes/No. The fields dispalyed or shown are mainly upload Image and file and are mandatory if the user select 'Yes', this is achieved via custom JavaScript validation with error message. When the user selects 'No' the custom JavaScript validation will allow for the Next step.

Issue: While the custom JavaScript works fine if the the field is Image datatype, but if the field is File datatype, it does not work, and throws the validation error when the file is not uploaded or not.

Is there anything special validation I need to accomplish for File fields to be mandatory? Any help is greatly appreciated.

Did you check the requirement level on the Dataverse level? it should be optional there
