In an effort (possibly naive?) to contain Power Platform Environment bloat ... we would like to develop our PVA's using per user license/PVA Web app and then publish into Teams ... so obviously Per User licenses required ... but if we are only publishing into Teams, do we still need a tenant/site license?

Thanks, have also confirmed even if you purchase ($0) per user licenses, without a site license the per user licenses will not show in AAD or M365 admin for assignment.
If its developed outside Teams then the regular PVA licensing applies, even if its deployed to Teams. So in that case you would need a user license for the person building it and a tenant license to cover your tenant.

Teams includes a license that covers any PVA bots developed and deployed in Teams. If you develop the bots in the Web client and deploy them to Teams then you will need the PVA per user licensing. But if you develop them inside Teams and deploy them to Teams then they are covered by the Teams license.
