Issue with accessing Agent via Copilot

Good Day

We have created agents in copilot studio but having issues seeing it in Microsoft 365.

When choosing the option to see it in Microsoft 365, we try open the agent in Copilot but it just sits in a loading state. I have a copilot studio license as well as a Copilot license

Looking at the Headers we get the below
 
Any help or guidance would be greatly appreciated.

    A few things to check
     
    1. How is the security set on the Agent?
    2. Did you build it in the M365 Agent, within Copilot Studio, or did you build it in Copilot Studio, and select M365 as a Channel?
    3. Did you make sure to turn on M365 as a Channel when you Published it, I am assuming you published it?
    4. Can you see it but you get that error or is it an error trying to deploy to it (just verifying).
    5. What type of connectors are being used? Premium? And the data sources its connecting too within any triggers or topics.
     
    Can you please verify with some (pasted in images, please don't attach it almost never shows up).
     
    From the Publish Screen please so I can see that configuration for M365, its security, your Permissions, and validate that there are no DLP policies created, and that if needed, that in the M365 Admin you published it from there. In this instance, meaning was it submitted and shared to people and now someone went in and actually published it at the Admin Level? Some of these may or may not be required depending on Tenant and Environment Settings
     
    Just need to validate them all.

    Based on the error messages you've shared, it appears that the issue with your Copilot agent not loading in Microsoft 365 is related to **insufficient permissions or licensing constraints**. Here’s a breakdown of the two key errors and what they typically indicate:

    ### 🔒 Error 1: `403 - notAllowed` / `provisioningNotAllowed`
    This suggests that the user account attempting to access the agent does **not have permission to create a personal site** (i.e., a OneDrive for Business site). This is often required for Copilot to function properly in Microsoft 365.
    
    **Resolution:**
    - Ensure that the user has a valid **OneDrive for Business license** assigned.
    - In the Microsoft 365 Admin Center, verify that **personal site creation is enabled** for the user under SharePoint settings.
      - Navigate to **SharePoint Admin Center > Settings > User Profiles > Manage User Permissions**.
      - Confirm that the user is allowed to create personal sites.

    ### 🔐 Error 2: `Authorization_RequestDenied` / `Insufficient privileges`
    This indicates that the user or app does not have the necessary **Graph API permissions** to perform the requested operation.
    
    **Resolution:**
    - If you're using a custom app or bot, ensure that the **Azure AD app registration** has the required delegated or application permissions.
    - An admin may need to **grant admin consent** for these permissions in Azure Active Directory.
    - Also, confirm that the user has both:
      - A **Copilot license**
      - A **Copilot Studio license**

    - Make sure the agent is **published and shared** correctly in Copilot Studio.
    - Try accessing the agent from a different browser or in **incognito mode** to rule out caching issues.
    - If the issue persists, consider checking the **Microsoft 365 Message Center** or **Service Health Dashboard** for any ongoing service disruptions.
