basic setup not working in teams channel and group chat?

How I built it:
  • Copilot studio
    • teams channel
    • authenticate with microsoft
    • classic not generative
    • turned off the 3 lesson topics but other topics are unchanged
    • search only selected sources
      • one sharepoint site
    • using application insights
    • on: "allow your users to add this copilot to a team"
    • on: "enable for teams group and meeting chats"
    • Share with users to collaborate or with security groups to use your copilot.
      • shared with everyone and security groups
    • Show to everyone in my org
    • published
  • Teams admin
    • admin approved
    • available to everyone
    • have a setup policy but unassigned it because it didn't seem to change the result
  • Install options
    • added via "open copilot" from copilot studio
    • added via "built for your org" in teams store
    • manually uploaded
  • result
    • the only place it works is in the actual teams bot app and the direct chat with the bot.
    • it does not show in the power virtual agents app under "copilots"
    • sometimes I'll get multiple instances of the app
    • in team channel and group chat I get "I'm sorry, I'm not sure how to help with that. Can you try rephrasing?"
    • app insights showed the generative step result is "Filtered by Open AI" so I removed moderation from the topic
    • now app insights just shows no result found and it goes through the fallback topic
  • Questions
    • why does version not seem to change unless I manually upload?
    • why does it work in the bot app but not team channel or group chat?
      • seems like it is not able to connect to graph data in a channel or group chat but it can in my one on one chat with it...

    here are some suggestions that you can check.
    • Ensure the bot has the necessary Graph API permissions to access user data and conversations in group chats or channels.
    • Reassign the Teams setup policy and ensure that it's configured for channels and group chats.
    • Track any errors or blocked actions occurring in the different contexts (channel, group chat).
    • To prevent issues related to multiple instances, make sure to clear out previous versions of the Copilot from Teams.
    • Check channel settings to ensure bots are enabled, and that users in the channel have access to the Copilot.

      • I assumed using "Authenticate with Microsoft" would handle this for me. I think this is where the issue is so I'll try manual auth and see how that goes but it is very unfortunate.
    • Reassign the Teams setup policy and ensure that it's configured for channels and group chats.
      • Checked this and everything is correct.
    • Track any errors or blocked actions occurring in the different contexts (channel, group chat).
      • I am tracking with application insights.
    • To prevent issues related to multiple instances, make sure to clear out previous versions of the Copilot from Teams.
      • I tried to do this as much as I could but caching and delays on the Microsoft side are terrible.
    • Check channel settings to ensure bots are enabled, and that users in the channel have access to the Copilot.
      • Checked this and everything is correct.
