We switched off all Power Platform Plans under the E-Licences (Power Apps, Power automate, Common Data Service) and deactivated the option, that a user can buy Power Platform licences.
If a user knows the Power Apps URL, navigates on it and clicks on sign-in, he can create an app in the standard environment. How could we disable this?
You can block the user of Power Apps, Power BI and Power Automate via an Azure Conditional Access policy. This will block regardless of what licence a user has. You can create an exclusion to that rule if you want a group of users to be able to use it.
At this point it would appear like you can't disable the use of Power Apps entirely. It used to be that Microsoft checked for a valid license when you tried to use Power Apps, but I just tested and that is no longer the case. And since you can't remove a user's maker privilege's in the default environment there is no way to complete turn off Power Apps. You can create an audit alert in the security and compliance center that will inform you when a user creates or edits an app, but at this point you can't disable it entirely.
