I have heard unofficially that copilot and PVA will hopefully be released to GCC sometime in 2024, GCC-high & DoD trailing after that.
Virtual tables should be available now, the wizard isn't but I think you might be able to manually create the connection to SPO or SQL via the virtual table providers.
