How to create tool tips for the selected row in model driven app view

I have a scenario, I need to display tool tip message when we mouse over on particular row in view . 

I am having a case view entity list. In the case record  by retrieving one text field(ex: Case id) of the record and display it as tool tip popup when mouse over on record. Please advise
