Do Power Apps users need Premium license if SQL data is only sent to the app via flow?

Hi everyone,

I'm looking for official clarification regarding licensing behavior between Power Automate and Power Apps, particularly when Premium connectors are involved.

In my scenario, a Power Automate automated flow (not triggered by Power Apps) uses the SQL Premium connector to fetch data, processes it, and sends the result to a Power Apps app.

Power Apps users do not trigger the flow and do not interact with SQL – they only view the processed data in the app.

Do those Power Apps users still need a Premium license?
Or is the Premium license of the flow owner enough in this case?

    If your Power Automate flow uses a Premium connector (e.g., SQL Server), the flow itself requires a Premium license for the owner or service account running it.
     

    In your case, Power Apps users are not directly triggering the flow or interacting with the SQL connector—they only view processed data. According to Microsoft's licensing guidelines:

     

    • If the app does not directly reference the SQL connector (i.e., the flow handles all premium actions and sends processed data to the app via a non-premium source like SharePoint or Dataverse for Teams), users do not need a Premium license .

    • However, if the app connects to the flow that uses premium actions (even indirectly), some sources suggest the app may still be classified as "premium," requiring licenses for all users.

    For what I understand, if the end user, no matter how they interact with the data(produced), it won't trigger the flow. 
    Then end use only need the normal license for the app.
    If any action caused the data tailored, then the premium license is needed.
    you can consider as this way: If you shop online,   delivery fee is covered let's say, you just use the stuff you bought.
    But ff you want to return for some special take care from yourself, you have to pay ( this refer to the license agreement ).
    here the SQL Premium connector = transport carrier.
    So, please read the license file ( not sure how many understand that, I don't). :) . That changes now and then.
