Is there any way in power apps to view .html attachment from share point list item?

Yes. You could check it by thumbnail.
I've made a test for your reference:
1\Add a gallery(Gallery6) and set it's items property to :
YourSPLibrary
2\Add an image control and set it's image property to:
Gallery6.Selected.Thumbnail.Large

Thanks for the solution but it seems it does not work for me as it is showing the html content as jpeg but it is too small and not readable.
Instead I've found another solution with following the instructions via the link below.

But with that I'm not able to see table borders. Here are the pictures.
it is shown as without borders as below
But my aim is to see the content as below
Any idea how to do?

The Point is that the HTML Text control do not support CSS.I think this link will help you a lot:HTMLText with CSS
