You need to share the details, not try to explain. Use pictures etc.
1. Have you shared the app with people?
-Go to the Apps tab in production
-Click on the ... on the line of your App
-Choose Share
-Add people
People will also need some type of License for the Power App, which you can apply to the Environment if they aren't added
Go to Power Apps
-Click on the Environment
-In the Drop down, on the row with the correct click the Option for going to the Admin
-In the Admin, on the right, with Security click All users
-Click Add Person at the top
-Give them Basic User, and whatever other roles they need to have access to Dataverse if its Dataverse if its SharePoint, make sure you gave them access to SharePoint
