How to sync or update between the Dynamics 365 Sales Account, Contact, Quotes, Opportunities, Invoice and Payment information from the legacy PHP based application with my sql database.

I would look at Dataflows for this purpose. https://docs.microsoft.com/en-us/powerapps/maker/data-platform/create-and-use-dataflows
Other than PowerApps we have any other possible solution options available for the below issue.
There are a number of solutions in the marketplace that can be utilized vs. using Microsoft's tools like Power Automate or Dataflows.
Some examples include:
1. Tibco Scribe - has connectors pre-built to Dynamics 365 entities like you mentioned (https://www.tibco.com/solutions/smb/integrate-your-crm-system)
2. eOne Solutions SmartConnect - also has connectors to the entities you mentioned. (https://smartconnect.eonesolutions.com/)
3. KingswaySoft - https://www.kingswaysoft.com/
These are the three that I have seen most commonly used and we leverage SmartConnect primarily in customer integrations we build for CRM to other systems.
