Time Zone Independent causing Time issues with PowerApp, please help

My TimeZone is UTC-6

I have a PowerApp that uses CDS with a 'Time Zone Independent' custom field called 'Date Spotted'. 
The date/time data shows up correctly in the backend CDS Entity, and it shows up correctly in the PowerApps editing environment. It also shows up correctly for me when I use the published PowerApp. 
But most people using the PowerApp (who are in the same city as me) get UTC-12 time displayed on their form and labels. All of their times in the app are displayed as UTC-12. But when they actually put in the correct time (with UTC-6) in the form, it inputs properly as that time for CDS. So they put 12:00 in the form, and it goes to 12:00 in CDS and that works properly... but when they go in to see and/or edit that data in the app, it becomes 6:00 (-6 from the CDS time). 

When I set the Form control time to "UTC", it causes it to not work properly for me, and so I can't do that. I need to set the Form control time to "Local" for it to work properly for me. 

It seems to be an inconsistent issue, only affecting some people. One thing to note is that I use an Android and PC for developing and testing. The people using the app might be using iPhone, and that might be the cause? Just an idea. 

How do I fix this, and why does it only affect some users?

    My solution was to just copy the data over to a new field that has User Local Timezone, and that seems to work better for what we're using it for. 

    I don't know why Timezone Independent fields are working differently depending on device used, but we'll just steer away from it for now...
