Unable to Create Dashboard - Browser Window Never Opens

I am not able to create Dashboards in our Solution. When I try to create one, I get a browser window that pops open, but it is just the generic Select Your App dialog - see the screen recording below. I've tried it in both Chrome and Edge (on Mac) - same behavior.
 
I get the same behavior trying to create one from the Classic admin tool.
 
Any ideas what the issue is?

    Could you try this?
     
    Open the model-driven app directly from within your solution.
    Once inside the app, try creating the dashboard from there.
    If the app isn’t listed or hasn’t been created yet, you’ll need to:
    Add or create a model-driven app in your solution.
    Publish all customizations.
    Then attempt to create the dashboard again.

    I get the same results trying to create the Dashboard from a Model Driven App.
