If I'm not allowed to use a personal email and I do not have a work or school email then what should I do? thanks
If you can only use your personal email address to use Power Apps, you need ask an organization with O365 tenant to invite you into their organization and then you are able to run power apps with your personal account that shared.

BTW, Power Apps is always an organizational level application instead of personal application
