How do I enable creation of custom connectors in an environment?

Morning braintrust,
 
I am trying to enable system admins for an environment create custom connectors. 
I can't find where I need to enable this. Allegedly there is supposed to be a setting under Features for the environment but I can't find it.
 
TLDR, what settings be it DLP / Environment do I need configured to allow a system admin for the environment to create a custom connector?

    Hi @RandomDept,
    To create custom connectors you need to have a Premium license:


    In terms of DLP you can ignore all endpoints used in custom connectors (this enable all) or enable only the endpoints used (recommended):
